I downloaded the bill of materials for this project to cost it out. I found most of the parts available at DigiKey.ca while others come from China (the IC, Arduino, etc.). I have been able to find the two diodes only from Germany on ebay. Perhaps I need to look more. The total comes to about $130 +/- to build, without a case.
*** The catch is the PCB is sold in multiples of three, costing about $35 each (depends on the exchange rate and shipping). I only want one. I was thinking I would try to find two more people interested. ***

For me, it complements a QRP 20m radio project that I am waiting to start, in that it will help with putting an antenna together. Plus, it gives me a piece of test equipment. Bonus. And I get to build something else.
My plan would be to order the PCBs and the ICs, etc. With the boards in hand, I can then go through the bill of materials again to verify the sizes of the individual components for fit on the board. When I was searching through DigiKey, I found a few components that would fit the bill, so I basically chose the first one on the list since I really could not tell the difference between resistors (for example) except some were $0.15 and some more than $1, so I chose the less expensive one. The resistance and tolerance were the same.
